California’s east-west divide
It’s not the Civil War, of course. There is no Andersonville or Quantrill’s Raiders. But, over time, that the LA-Jesse Unruh seized the Assembly speakership in 1961 and converted from an office in the ceremony in an office of the force, a North-South axis, has the legislative power. The majority leaders of both the House and Senate have largely from San Francisco or Los Angeles - or drive.
The Bay Area contingent, Willie Brown, John Burton and Don Perata and the LA team has touted as Dave Roberti, Antonio Villaraigosa and Fabian Nuñez. Even in the mid-1990’s, as the concept of borders and forced kicked shorter durations for the group leaders and the rank and file, the last true spokesman for the House Republican Curt Pringle, has been established by Anaheim.
But the legislative power of the long north-south axis is to switch to an east-west axis, a part of the reflection in a swelling of the population, economic power and political influence of California’s interior. For the first time in over a decade, one of the leaders of the majority comes from within.
It is Darrell Steinberg of Sacramento, who is appointed president of the Senate and, therefore, for a farm belt-liberal. The majority leader is perhaps strongest in the legislature, including the House speakership, given that senators serve for more than two years on Capitol Hill.
In the past, shares of the other shareholders GOP has often been head of state of the equipment, which are more conservative and Republican. Jim Brulte, a former GOP leader in both houses, was Rancho Cucamonga. Fresno has served as a race to Republican leaders place for decades. The late Ken Maddy, urban and led to the cautious policy of the Republicans in both houses and raced to the Governor during the year 1978, came from there. When selecting their leaders, the party group meetings in the House and Senate has not to question or geography. Instead, legislators want to know what the future leaders can do for them - the care of a case, money or protection if it screws. In the end, it comes on the personality and promises not geography. But after the new leaders are selected, geography inevitable.
This discrepancy in the hinterland in the direction of California’s legislative conduct involves political change. There is no crystal ball, of course. But there are some indications that important issues in the region to adapt to the legislature of the preliminary Brenner.
First, water is the most important part of a long list of major problems facing the state. Inside, there is a push-to-dams and the construction of dams, canals, or even a device, a proposal defeated by voters in the year 1982 to ensure the future of supply water.
A second major goal in the river transport in California, air quality. The San Joaquin Valley, with a rapid growth of the increase in population growth rate and the long hours of work because of the part of Los Angeles, the distinction with the poor air quality in the nation.
A third problem is that of land use, particularly the conversion of farmland and residential areas and commercial development, which has the nature of the Central Valley.
All sectors of the state, these concerns, to be sure, but within the central three. For example, a period of non-Californians, in the area of air quality woes - they can breathe air, land breath of the population centers connected to the coast. People are not able to provide a housing coasts moved inland, where arable land has been increasingly in the suburbs. And more people means more demand for water.

Steinberg, environmentalist and preservationist, favors the open space for development. Cogdill and Villines, two of whom are from the rich farmlands in the world, in favour of an excessive exploitation of development. All see water as the elixir of life. Given that the State of whether the dams are built, or a version of the device, the channel to move more water in the South or increase the storage of groundwater, the three central role to play.
Water and other issues will be at the beginning of the new head of the agendas because they said as much. “I see my new position is not considered a personal services, but as a historic opportunity for the Central Valley,” Villines wrote in an Op-Ed article published in her hometown paper, the Fresno Bee. Il says his priorities: water, the memory (storage of water in dams to say Capitol Peak), harvesting and roads. bread and butter issues of the Central Valley - yes, most rural areas of California - and Villines voice to them.
Cogdill, in the meantime, Gov. Arnold Schwarzenegger’s inefficient to plan, build dams and lakes, as well as the correction of Sacramento-San Joaquin River Delta’s environmental problems, in order to ensure reliable water supply to the future. The bill died earlier this year in the Senate.

Steinberg is not dams Builder. But it is certainly a cunning negotiations with a reputation as a leader of all the competing interests.
